According to the information provided by the Citizens Appeal Office of the Verkhovna Rada of Ukraine Secretariat, 681 visitors attended personal receptions; 813 appeals were submitted, including 737 written and 76 oral appeals.

During February-July, chairmen of parliamentary committees and deputy factions considered 77 collective appeals signed by 716 citizens.

During February-June 2013, chairmen of the parliamentary committees and deputy factions were addressed by 523 pensioners, 39 unemployed, 13 public sector workers, 6 entrepreneurs, and one government employee. Protection and assistance were requested primarily by the underprivileged groups of population. Particularly, there were 125 appeals from disabled veterans, 92 people with disabilities of І-ІІІ categories, 48 children of war, 25 disabled war veterans, 19 veterans of labour, 24 liquidators of Chornobyl disaster, 6 Mother Heroines, 5 disabled veterans of the World War II, four families with many children, 3 participants of war, two single mothers, two combatants, and one disabled child.

Generally, 819 issues were raised during personal receptions of the chairmen of the committees and deputy factions.

The applicants were primarily concerned with the law order, and realization of civil rights and freedoms. The citizens complained about actions of the judicial power, violation of the procedural laws, incompetent decisions and judgments, bribery, and wiggery.

Social sphere remains in the focus of attention. 184 issues concerning social security were submitted, which makes 22,5% of the total number of issues.

Visitors applied for material support for the purchase of medicine, food products, education of children, and home repair (29 appeals or 15,8% of the total number).

The issues of housing policy, agrarian policy and land relations remain topical (63 appeals related to this subject-matter or 7,7% of the total number). These issues include violation of title to land, privatization of land plots, acquisition of land under the commercial contracts, free-of-charge transfer, inheritance, and allocation of land shares.

Health care issues remain topical (60 appeals or 7,3% of the total number). The visitors outlined shortcomings in the health sector.

Many appeals and complaints concern labour and wages, particularly violation of applicable laws by dismissal and continuation of employment, labour remuneration, and activity of employment service.

The visitors were also concerned about the issues of municipal services (23 appeals or 2,8% of the total number were received), financial, fiscal, and customs policy (32 or 3,9%), environment and natural resources (15 or 1,8% of the total number),  the activities of the Verkhovna Rada, the President or the Cabinet of Ministers of Ukraine (22 or 2,7% during the period of February-June 2013).

All written appeals of the citizens received during the personal receptions were scrutinized and processed at the secretariats of the parliamentary committees and deputy factions. The respective orders were relegated to the authorized central executive or local self-government bodies.

The Citizens Appeal Office of the Verkhovna Rada of Ukraine Secretariat received 654 responses from bodies of state authority and local self-government bodies, following the results of consideration of citizens’ appeals. 76 appeals are under control.
